West Heath Experimental Controlled Parking Zone
Following responses from a consultation in July and August 2024, the decision was made to trial on-street parking controls for six months and receive feedback during this time. This is an Experimental Traffic Management Order (ETMO), operating Monday to Friday, 10am to 4pm.
Please see the map attached to review the area impacted.
Implementing an Experimental Traffic Management Order will enable the amended parking restrictions to be monitored, and impacts assessed. At the end of the period, the scheme can either be subject to changes or completely withdrawn.
Feedback is open when the trial begins, from 1 December 2025 until 1 June 2026.

CHANGE BASED ON DECISION REPORT
A total of 1,032 survey documents were sent out to residents in the area. There were 424 responses.
There were 290 responses that indicated they did not have parking issues. There were 134 that indicated they did have parking issues.
After further analysis of the data, parking seems to be an issue in an area of concentration in West Heath. There are 373 properties in this area, and they generated 204 responses, with 121 indicating that they did not have parking issues, and 83 saying that they did.
The following are the themes of concerns raised for those who have difficulty parking:
- Residents stated that it's not needed and don’t want to pay for permits
- Some said it’s a tax on the motorist
- Some said they have off street parking
- Worries of displacement
- Problems with commuters using the railway station parking in the area, alongside suggestion that those flying from Heathrow also leave cars parked for prolonged periods of time
- Problem with school drop-off (including at Bedonwell School) and with carers and district nurses having difficulty parking
- Problems with parking over dropped kerbs, garages and driveways
- Parking issues on roads including St. Joseph's Court, New Road, Bedonwell Road, Glenview, Westergate, West Heath, Milford Close
- Issues with parking narrowing road or impeding sight lines (including at junctions) at locations inclusing Amberley, West Heath, Woolwich Road, junction of Woolwich Road and Harvel Crescent, Clovelly Road, and Westergate. Parked cars cause causing some danger to drivers
- Criticism of the extension to the zebra crossing on Woolwich Road adding to spaces reduced
More detail, including themes from those without parking issues, is included in the Decision Report.
